North Korea
To me, North Korea is the kid in class who is acting out because he isn’t getting the attention he desires elsewhere. If the US is going to send aid to the far east I would support food going to North Korea, I hear they’re hungry. I would not support military action to resolve this conflict, in any way. I doubt the US would go down that route for two reasons: North Korea doesn’t have anything that the US wants, as far as natural resources go (I think?), and because China is North Korea’s ally.
Talks are good, but food would be better. Probably, I don’t know anything about people, or Koreans, the idea is probably silly.
